After Octavian gets power-
Expanded the Roman Empire further into Africa
He set up civil service to run the government/empire

• Building a network of roads
• Collecting taxes
• Establishing a postal service
• Administering the grain supply
• Building awesome public facilities
• Buildings, aqueducts
• Setting up a police department
• Running a fire-fighting organization

Finally died of natural causes

Then Octavian died some new emperors were good and some were bad 

Tiberius- excellent ruler but exiled himself 

Caligula- cruel, insane, was assassinated 

Claudius- physical condition with many problems (shaking, stutter, slobber, limp), last adult male in the family, ruled well, poisoned by his wife 

Nero- REALLY emphasized the arts (obsessive), overspent while rebuilding fire in Rome
